Government and public sector

Find where a public institution works differently from how it is set up.

I help public agencies, departments and programme units look at the gap between what they are set up to do and what they actually do. I am building proof in this area and show none here yet.

Built for

  • Heads of agencies and departments
  • Planning, monitoring and finance directors
  • Programme units and project teams

What I look at

Six views of the work.

Before any engagement I map the regulators and rules that apply to your sector in Ghana. This is a first look, not legal advice.

Mandate and roles
Who is meant to do what, and where roles overlap or are missing.
Money and budget execution
How funds are released, spent and reported, and where they stall.
Records and data
What the institution knows, where it lives, and whether it can be trusted.
Delivery and operations
How the work really gets done, and who it depends on.
Oversight and reporting
Whether failures would be seen early, and by whom.
Continuity
What stops when a person, vendor or platform is gone.

What this page shows

I have not published public-sector client work. This page says how I would look at a public institution, not what I have done in one.

Every sector

Data protection applies here too.

Ghana's Data Protection Act, 2012 (Act 843) covers organisations that hold personal data about people. Here that means citizen records, case files, staff records, and data shared between agencies. Organisations that hold such data generally need to register with the Data Protection Commission. Confirm your own position with the Commission or a lawyer.

I look at four things:

  • What personal data you hold, and where it lives
  • Who can open it, and whether that list is current
  • Whether you could get it back after a lost laptop, phone or account
  • What you would do, and who you would tell, after a breach

This is a first look, not legal advice. A lawyer confirms your exact duties.

Let's talk about what your organisation needs next.
